Narrative:
Received pushback clearance onto taxiway B from the gate. During pushback crew's cleared to disconnect headset from captain command; I notice out of the corner of my eye an air carrier X B737 under own power taxiing between us and the gate we just pushed from. The air carrier X flight taxied at about 10-15 KTS through a very tight ramp area between our pushback crew and gate. Very unsafe. I got on ground and asked of protocol about same and controller didn't respond but pilots apparently said 'we had room' to which I replied that's not the point; that we had ground personnel out there. Followed up with ground some more and she reluctantly said well they 'recommend' planes taxi on yellow line into alleyway. Well; since we were on it; the air carrier X crew certainly couldn't do that; but in their haste to get to the gate; they created a very hazardous situation for our ground personnel. This is the second time in 2 weeks that the air carrier X ground operations have been conducted in a very unsafe manner -- to no apparent concern of ATC at any facility. Last week on flight XXX at bdl during RVR 2200 ft or so; an air carrier X plane under tow also taxied between us and gate with a city vehicle 'blocking for them' with no ATC ground control knowledge. In fact; another plane commented about how close they came to them to ATC; and ground control replied I didn't even know they were out there. That clued us in to them being around when they then pulled between us and our crew. Does anyone from the FAA have any sway over these aggressive and unsafe practices by them? Someone is going to get run over and killed by practices such as these. I would think our poi or someone could address this. I usually just bite my tongue when going into air carrier X stations; but this time it was so blatant and unsafe I've been compelled to pursue it. I notified san operations and my dispatcher who called san tower; and spoke to their supervisors. Based on what I've seen the last 20 yrs at san; I doubt much will change but I felt compelled to comment on this.

I GOT ON GND AND ASKED OF PROTOCOL ABOUT SAME AND CTLR DIDN'T RESPOND BUT PLTS APPARENTLY SAID 'WE HAD ROOM' TO WHICH I REPLIED THAT'S NOT THE POINT; THAT WE HAD GND PERSONNEL OUT THERE. FOLLOWED UP WITH GND SOME MORE AND SHE RELUCTANTLY SAID WELL THEY 'RECOMMEND' PLANES TAXI ON YELLOW LINE INTO ALLEYWAY. WELL; SINCE WE WERE ON IT; THE ACR X CREW CERTAINLY COULDN'T DO THAT; BUT IN THEIR HASTE TO GET TO THE GATE; THEY CREATED A VERY HAZARDOUS SIT FOR OUR GND PERSONNEL. THIS IS THE SECOND TIME IN 2 WKS THAT THE ACR X GND OPS HAVE BEEN CONDUCTED IN A VERY UNSAFE MANNER -- TO NO APPARENT CONCERN OF ATC AT ANY FACILITY. SOMEONE IS GOING TO GET RUN OVER AND KILLED BY PRACTICES SUCH AS THESE. I WOULD THINK OUR POI OR SOMEONE COULD ADDRESS THIS. I USUALLY JUST BITE MY TONGUE WHEN GOING INTO ACR X STATIONS; BUT THIS TIME IT WAS SO BLATANT AND UNSAFE I'VE BEEN COMPELLED TO PURSUE IT. I NOTIFIED SAN OPS AND MY DISPATCHER WHO CALLED SAN TWR; AND SPOKE TO THEIR SUPVRS. BASED ON WHAT I'VE SEEN THE LAST 20 YRS AT SAN; I DOUBT MUCH WILL CHANGE BUT I FELT COMPELLED TO COMMENT ON THIS.
