Narrative:
Initially; the event was determined to be a pilot deviation at the facility level. Washington headquarters determined the event to be controller error. Aircraft X; an LR25; landed runway 9R. The controller instructed aircraft X to hold short runway 9L at taxiway M. Aircraft X read back 'runway 9L; taxiway M.' the controller cleared air carrier Y; a B757; for takeoff runway 9L. The controller observed aircraft X taxiing at a standard rate. It appeared to the controller; that aircraft X was not going to comply with the hold short instructions. The controller again issued hold short instructions to aircraft X at runway 9L; taxiway M. The controller canceled takeoff clearance for air carrier Y for which air carrier Y acknowledges. Aircraft X advises the controller he is not on the runway. Approximately 20 seconds after the takeoff clearance was canceled for air carrier Y. The amass alerts; aircraft X is not on the runway; however; the aircraft is past the hold line. Air carrier Y exits runway 9L at taxiway north; upfield of aircraft X; and short of taxiway M. Washington headquarters interpretation/explanation for controller error is due to the pilot of aircraft X; not reading back the hold short instructions verbatim and the controller not catching the readback.

THE AMASS ALERTS; ACFT X IS NOT ON THE RWY; HOWEVER; THE ACFT IS PAST THE HOLD LINE. ACR Y EXITS RWY 9L AT TXWY N; UPFIELD OF ACFT X; AND SHORT OF TXWY M. WASHINGTON HEADQUARTERS INTERP/EXPLANATION FOR CTLR ERROR IS DUE TO THE PLT OF ACFT X; NOT READING BACK THE HOLD SHORT INSTRUCTIONS VERBATIM AND THE CTLR NOT CATCHING THE READBACK.
