Narrative:
After landing on runway 9R; I exited the runway at the end to the north on taxiway S1 and was told to taxi on taxiway south eastbound. I didn't see any signs indicating taxiway south; so I stopped and asked controller; after looking at taxi chart; if I should make a hard right turn or make the 45 degree angle taxiway ahead and to the right. The controller told me to continue on taxiway M and hold short of runway 9L. I continued taxiing; looking for the hold line; looking for the red sign with white numbers; and looking for amber lights at side of the taxiway or in taxiway at hold short line; and saw none of them. When I saw the runway side line; I stopped about 15 ft short of runway. The controller asked me if I was holding short of runway 9L. I replied yes. The control then told a departing aircraft to cancel takeoff clearance. I then replied that I was clear of runway 9L. After air carrier exited runway; the controller then cleared me to cross runway 9L right on taxiway K. I have since learned that construction has been ongoing in the taxi area and feel that if some signs were missing or inoperative; the txwys should be blocked off; and not used. The windshield was wet; as was the taxiway. This added to reduced visibility. Supplemental information from acn 675457: the visibility through the windshield is great when it is dry. However; it is almost always wet after any flight. It gets cold soaked easily. I believe foggy windshields are a serious problem in 20 series lear jets.

Title: UNFAMILIARITY; RAIN; CONSTRUCTION; AND A FOGGED WINDSHIELD CONSPIRE TO CAUSE AN LJ25 FLT CREW TO ENTER A RWY WITHOUT A CLRNC. DEPARTING ACFT TOLD TO CANCEL TKOF CLRNC.
Narrative: AFTER LNDG ON RWY 9R; I EXITED THE RWY AT THE END TO THE N ON TXWY S1 AND WAS TOLD TO TAXI ON TXWY S EBOUND. I DIDN'T SEE ANY SIGNS INDICATING TXWY S; SO I STOPPED AND ASKED CTLR; AFTER LOOKING AT TAXI CHART; IF I SHOULD MAKE A HARD R TURN OR MAKE THE 45 DEG ANGLE TXWY AHEAD AND TO THE R. THE CTLR TOLD ME TO CONTINUE ON TXWY M AND HOLD SHORT OF RWY 9L. I HAVE SINCE LEARNED THAT CONSTRUCTION HAS BEEN ONGOING IN THE TAXI AREA AND FEEL THAT IF SOME SIGNS WERE MISSING OR INOP; THE TXWYS SHOULD BE BLOCKED OFF; AND NOT USED. THE WINDSHIELD WAS WET; AS WAS THE TXWY. THIS ADDED TO REDUCED VISIBILITY. SUPPLEMENTAL INFO FROM ACN 675457: THE VISIBILITY THROUGH THE WINDSHIELD IS GREAT WHEN IT IS DRY. HOWEVER; IT IS ALMOST ALWAYS WET AFTER ANY FLT. IT GETS COLD SOAKED EASILY. I BELIEVE FOGGY WINDSHIELDS ARE A SERIOUS PROB IN 20 SERIES LEAR JETS.
