Narrative:
When we first started to accomplish this service bulletin; engineering and management agreed that the intent was not to inspect the actuating mechanism ring; stating that a level 2 does not suffice a total tear-down in which accomplishing this task would have needed. Also; they were going to issue a variance not requiring the ring to need any inspection. They failed to produce this variance. I am now told they are going to issue this to cover all rings that were not inspected. I would also like to state that I did accomplish part of the service bulletin by replacing the old 2-PIECE bushing with a new single 1-PIECE. Next time; I'll request to see the variance in writing before I continue with maintenance. I was of the understanding that inspection was done on level 4; not on the level 2 in which we are performing in the shop at this time.

Title: A SHOP TECHNICIAN RPTS NOT ACCOMPLISHING A FULL PARTS INSPECTION ON THE ENG VARIABLE GUIDE VANE ACTUATING RING.
Narrative: WHEN WE FIRST STARTED TO ACCOMPLISH THIS SVC BULLETIN; ENGINEERING AND MGMNT AGREED THAT THE INTENT WAS NOT TO INSPECT THE ACTUATING MECHANISM RING; STATING THAT A LEVEL 2 DOES NOT SUFFICE A TOTAL TEAR-DOWN IN WHICH ACCOMPLISHING THIS TASK WOULD HAVE NEEDED. ALSO; THEY WERE GOING TO ISSUE A VARIANCE NOT REQUIRING THE RING TO NEED ANY INSPECTION. THEY FAILED TO PRODUCE THIS VARIANCE. I AM NOW TOLD THEY ARE GOING TO ISSUE THIS TO COVER ALL RINGS THAT WERE NOT INSPECTED. I WOULD ALSO LIKE TO STATE THAT I DID ACCOMPLISH PART OF THE SVC BULLETIN BY REPLACING THE OLD 2-PIECE BUSHING WITH A NEW SINGLE 1-PIECE. NEXT TIME; I'LL REQUEST TO SEE THE VARIANCE IN WRITING BEFORE I CONTINUE WITH MAINT.
