From XA00 to XB00; sector 48 and sector 46 west of kansas city were combined. All showed up to 25 with dcl showing 15. Possible for 40 aircraft to be in area. Arrs into foe and top and lwc complicated situation; with 3 frequencys; congestion was a problem. Supervisor was negligent for leaving sectors combined.
