Narrative:

C414 was outbound from las on 166 degree radial; instructed to maintain 5000 ft. PA31 was inbound to vgt at 6000 ft. C414 was issued traffic opposite direction at 6000 ft and was re-instructed to maintain 5000 ft. C414 read back climbing 6000 ft. I thought he was repeating what I said. C414 then climbed into the path of PA31. I observed the climb and immediately instructed C414 to descend to 5000 ft; which he did. Aircraft reported that they had each other in sight.

Title: L30 CTLR EXPERIENCED OPERROR AT APPROX 5700 FT WHEN FAILING TO HEAR INCORRECT ALT CLRNC READBACK.

Narrative: C414 WAS OUTBOUND FROM LAS ON 166 DEG RADIAL; INSTRUCTED TO MAINTAIN 5000 FT. PA31 WAS INBOUND TO VGT AT 6000 FT. C414 WAS ISSUED TFC OPPOSITE DIRECTION AT 6000 FT AND WAS RE-INSTRUCTED TO MAINTAIN 5000 FT. C414 READ BACK CLBING 6000 FT. I THOUGHT HE WAS REPEATING WHAT I SAID. C414 THEN CLBED INTO THE PATH OF PA31. I OBSERVED THE CLB AND IMMEDIATELY INSTRUCTED C414 TO DSND TO 5000 FT; WHICH HE DID. ACFT RPTED THAT THEY HAD EACH OTHER IN SIGHT.
