Narrative:
I was doing touch-and-goes for practice at paine field; wa; (pae). We were using runway 16R. On the final touch-and-G0; I told the controller that I would land. I was told that I would need to follow a piper malibu on a 3 mi final and to call the controller when I saw the traffic. Upon seeing the traffic; I was unable to make contact with the controller due to heavy radio traffic. I did look down at that time and saw another aircraft under me about 100 ft down going east. This high wing aircraft then did a 180 degree turn to the west. In doing this maneuver; he had to cross the approach of airfield. I continued going downwind. I was told that I was not given permission to extend my downwind. I did not consider making a turn at that time a very safe condition.

Title: TFC PATTERN CONFUSION AT PAE RESULTS IN NMAC.
Narrative: I WAS DOING TOUCH-AND-GOES FOR PRACTICE AT PAINE FIELD; WA; (PAE). WE WERE USING RWY 16R. ON THE FINAL TOUCH-AND-G0; I TOLD THE CTLR THAT I WOULD LAND. I WAS TOLD THAT I WOULD NEED TO FOLLOW A PIPER MALIBU ON A 3 MI FINAL AND TO CALL THE CTLR WHEN I SAW THE TFC. UPON SEEING THE TFC; I WAS UNABLE TO MAKE CONTACT WITH THE CTLR DUE TO HVY RADIO TFC. I DID LOOK DOWN AT THAT TIME AND SAW ANOTHER ACFT UNDER ME ABOUT 100 FT DOWN GOING E. THIS HIGH WING ACFT THEN DID A 180 DEG TURN TO THE W. IN DOING THIS MANEUVER; HE HAD TO CROSS THE APCH OF AIRFIELD. I CONTINUED GOING DOWNWIND. I WAS TOLD THAT I WAS NOT GIVEN PERMISSION TO EXTEND MY DOWNWIND. I DID NOT CONSIDER MAKING A TURN AT THAT TIME A VERY SAFE CONDITION.
