Narrative:
The ASOS noted that the west taxiway was out of service. On left downwind for runway 32; the west taxiway lights were clearly illuminated. I don't know if there are any; but the east taxiway was dark. For noise abatement; I flew a very tight pattern turning final over the approach end of runway 32; landing long and coasting to a stop at the end of the runway. There were no barriers to prevent turning on to the lighted west taxiway. Several thousand ft down the taxiway; I almost ran into unlighted barriers that were located on the lighted taxiway. Recommendations for closed txwys: turn off its lights. If you mark it with barriers; make sure they are lighted at night! Use lighted barriers to prevent all access to the taxiway; unless there is an escape route. A representative of base engineering asked me to write this report. He had the same concerns but couldn't get anyone's attention to do something about it.
