Narrative:
We were holding short of runway 5L; #3 with air carrier Y flight holding in position for takeoff on runway 5L. The tower was talking to several airplanes in spanish. Our TCAS showed an airplane on final to runway 5R. In english; the tower told air carrier Y to taxi off the runway immediately to the right; taxiway A1. Less than 1500 ft AGL; the air carrier Z flight s-turned from runway 5R; sidestepped to runway 5L. The tail of air carrier Y had barely cleared the runway when the air carrier Z flight crossed the threshold in front of us and landed. This is a blatant disregard for safety while showing some kind of favoritism to the local carrier. Air carrier Y had no idea how close the air carrier Z flight was until they turned 90 degrees to the right to exit the runway and saw the air carrier Z bearing down on them. I talked to the captain of air carrier Y after we were both airborne and above 10000 ft and asked him about it. He agreed with my witness of the events.

Title: AN MD80 CAPT HOLDING SHORT AT MEX RWY 5L COMMENTS ON ATC CLRING A FLT TO LAND AFTER ANOTHER ACR IS TOLD TO CLR THE RWY BUT IS BARELY CLR.
Narrative: WE WERE HOLDING SHORT OF RWY 5L; #3 WITH ACR Y FLT HOLDING IN POS FOR TKOF ON RWY 5L. THE TWR WAS TALKING TO SEVERAL AIRPLANES IN SPANISH. OUR TCAS SHOWED AN AIRPLANE ON FINAL TO RWY 5R. IN ENGLISH; THE TWR TOLD ACR Y TO TAXI OFF THE RWY IMMEDIATELY TO THE R; TXWY A1. LESS THAN 1500 FT AGL; THE ACR Z FLT S-TURNED FROM RWY 5R; SIDESTEPPED TO RWY 5L. THE TAIL OF ACR Y HAD BARELY CLRED THE RWY WHEN THE ACR Z FLT CROSSED THE THRESHOLD IN FRONT OF US AND LANDED. THIS IS A BLATANT DISREGARD FOR SAFETY WHILE SHOWING SOME KIND OF FAVORITISM TO THE LCL CARRIER. ACR Y HAD NO IDEA HOW CLOSE THE ACR Z FLT WAS UNTIL THEY TURNED 90 DEGS TO THE R TO EXIT THE RWY AND SAW THE ACR Z BEARING DOWN ON THEM. I TALKED TO THE CAPT OF ACR Y AFTER WE WERE BOTH AIRBORNE AND ABOVE 10000 FT AND ASKED HIM ABOUT IT. HE AGREED WITH MY WITNESS OF THE EVENTS.
