Narrative:
Changed an outflow valve for a pressurization MEL. I watched mr X torque the lines and the clamp on the valve. Later in the morning when they were getting ready to pull the plane out to run it; I heard someone holler 'who's got the operations checks for the run?' mr Y said he did then he handed the operations check over; then went to run the engine. I went to the office to do paperwork. When they came back; they all said operations check good and signed it off and restored the MEL.

Title: AN SF340 WAS DISPATCHED AFTER REPLACEMENT OF THE PRESSURIZATION OUTFLOW VALVE TO CLR A DEFERRED ITEM. MEL SPECIAL PROC TO RETURN THE OVER PRESSURE RELIEF VALVE TO THE NORMALLY CLOSED POS WAS NOT ACCOMPLISHED.
Narrative: CHANGED AN OUTFLOW VALVE FOR A PRESSURIZATION MEL. I WATCHED MR X TORQUE THE LINES AND THE CLAMP ON THE VALVE. WHEN THEY CAME BACK; THEY ALL SAID OPS CHK GOOD AND SIGNED IT OFF AND RESTORED THE MEL.
