Narrative:

On final approach to land on runway 7 at phf; putting down the landing gear lever; all three gear position indicator lights remained red. Executed a go around to troubleshoot. Nose gear indicator indicated that the nose gear was down and aircraft felt like other gear were down also. Tower confirmed that gear appeared to be down. Captain went into the QRH and found no procedure. He reached to wiggle the gear handle and as soon as he touched it; three green lights came on indicating the lever had not gone in all the way after it was positioned to down.
