Narrative:

Ramp service personnel called me when they found out the bypass pin was not installed correctly for steering bypass system. I had the captain operate the steering system; all checked normal. I found out; after the aircraft departed; that one of the pins (shear) in the tow bar was broken. I contacted B737 technician to have a tow bar disconnect inspection.
