Narrative:
Takeoff with gear pins still installed. We had a 20 min turn due to a delay in getting a gate. First officer went ahead to get the aircraft ready. I remained on the aircraft to deplane passenger. The crew wasn't scheduled to show for another hour; so I shut down aircraft. Flight attendant and I went over to the aircraft where I did my cockpit set-up and logbook check. We then did our checklist and the first officer finished up with weight and balance. The taxi and takeoff were uneventful. Once airborne we had problems raising the gear. As PNF; I reviewed QRH and followed procedure. At this point I advised approach we needed to return to the field. At this point; I asked the first officer to doublechk to see if gear pins were still installed in the landing gear. It was definitely my responsibility to make sure those pins were stored and secure. Corrective action might be that the gear pins will only be installed if there is a problem with landing system; hydraulic leaks; maintenance requirements. Supplemental information from acn 683924: after completing previous flight; I proceeded to next aircraft to prepare for the next flight. I walked on ramp towards aircraft examining as I approached; then proceeded up jetway to get ready for flight. I planned on starting aircraft; then waiting for my crew; then going out after they were there to preflight. However; when I called for paperwork after the crew was all there; operations said we needed to come and get it. I left airplane as people were boarding; rushed inside; got paperwork then hurriedly went back to airplane forgetting to walk around.

Narrative: TKOF WITH GEAR PINS STILL INSTALLED. WE HAD A 20 MIN TURN DUE TO A DELAY IN GETTING A GATE. FO WENT AHEAD TO GET THE ACFT READY. I REMAINED ON THE ACFT TO DEPLANE PAX. THE CREW WASN'T SCHEDULED TO SHOW FOR ANOTHER HR; SO I SHUT DOWN ACFT. FLT ATTENDANT AND I WENT OVER TO THE ACFT WHERE I DID MY COCKPIT SET-UP AND LOGBOOK CHK. WE THEN DID OUR CHKLIST AND THE FO FINISHED UP WITH WT AND BAL. THE TAXI AND TKOF WERE UNEVENTFUL. ONCE AIRBORNE WE HAD PROBS RAISING THE GEAR. AS PNF; I REVIEWED QRH AND FOLLOWED PROC. AT THIS POINT I ADVISED APCH WE NEEDED TO RETURN TO THE FIELD. AT THIS POINT; I ASKED THE FO TO DOUBLECHK TO SEE IF GEAR PINS WERE STILL INSTALLED IN THE LNDG GEAR. IT WAS DEFINITELY MY RESPONSIBILITY TO MAKE SURE THOSE PINS WERE STORED AND SECURE. HOWEVER; WHEN I CALLED FOR PAPERWORK AFTER THE CREW WAS ALL THERE; OPS SAID WE NEEDED TO COME AND GET IT. I LEFT AIRPLANE AS PEOPLE WERE BOARDING; RUSHED INSIDE; GOT PAPERWORK THEN HURRIEDLY WENT BACK TO AIRPLANE FORGETTING TO WALK AROUND.
