Narrative:
Arrived international gate on a 1 hour 45 min turn; APU on MEL and fuel quantity write-up. I took care of the fuel problem while the other guys work the rest. I was not aware aircraft departed without ETOPS predep check till I received a call from my lead on my way home. Aircraft should have not ever been released till ETOPS predep check was signed in aircraft logbook. Supplemental information from acn 684047: when I arrived at the aircraft to see if anything was left open and to call in ETOPS; aircraft had already departed. I assumed it had been called in by other guys. No one had called me to see why we were on delay; so as far as I was concerned they had accomplished that task.
