Narrative:
The captain for this trip informed me; several times in the briefing room and in flight; he had never been this tired. Crew scheduling junior manned him for the third time in the month; with a phone call late the previous night. Captain is a commuter living out of state; and had to get up early. He also complained about backing this trip up to back to back all-nighters. I believe this pilot; in his eagerness to help the company out with short-staffing; compromised on safety. I offered to fly; after hearing once again how tired he was; so tired 'he couldn't think straight;' and he refused. I am concerned that the pressure to help the company out; in light of the financial condition of our company; the chronic short-staffing; and the can-do attitude of pilots such as this one are seriously compromising our ability to make prudent decisions about our physical and mental condition for flight. This pilot was too tired to fly; period.

Title: ACR FO IS CONCERNED WITH CAPT'S JUDGEMENT TO FLY WHEN TIRED.
Narrative: THE CAPT FOR THIS TRIP INFORMED ME; SEVERAL TIMES IN THE BRIEFING ROOM AND IN FLT; HE HAD NEVER BEEN THIS TIRED.
