Narrative:

Aircraft #1 was cleared direct ril through R2502N which was active FL400 and below. I took over the sector and issued aircraft #1 to be level at FL410 in 30 mi or less. This left me 12 mi extra to clear the airspace if he missed the altitude. I noticed the climb rate wouldn't clear the airspace; so I told aircraft #1 he needed to be level in 6 mi or less. The pilot responded with 'we'll give it our best shot.' I immediately called isabella sector for control for turns. I issued a 340 degree heading to aircraft #1. I requested he tighten the turn. Finally; I issued a 250 degree heading. Aircraft #1 reported level at FL410. I cleared him direct las.

Title: ZLA CTLR EXPERIENCED OPDEV WHEN ACFT CLBING TO FL410 FAILED TO CLR MIL RESTR AREA.

Narrative: ACFT #1 WAS CLRED DIRECT RIL THROUGH R2502N WHICH WAS ACTIVE FL400 AND BELOW. I TOOK OVER THE SECTOR AND ISSUED ACFT #1 TO BE LEVEL AT FL410 IN 30 MI OR LESS. THIS LEFT ME 12 MI EXTRA TO CLR THE AIRSPACE IF HE MISSED THE ALT. I NOTICED THE CLB RATE WOULDN'T CLR THE AIRSPACE; SO I TOLD ACFT #1 HE NEEDED TO BE LEVEL IN 6 MI OR LESS. THE PLT RESPONDED WITH 'WE'LL GIVE IT OUR BEST SHOT.' I IMMEDIATELY CALLED ISABELLA SECTOR FOR CTL FOR TURNS. I ISSUED A 340 DEG HDG TO ACFT #1. I REQUESTED HE TIGHTEN THE TURN. FINALLY; I ISSUED A 250 DEG HDG. ACFT #1 RPTED LEVEL AT FL410. I CLRED HIM DIRECT LAS.
