Narrative:
The flight attendants 93 of us) came in from lga and we had to change planes in iad. When we got to our gate to check in with the agent; we saw that they were already boarding our plane. We asked if we had been re-crewed; as we were late getting in; and she said; 'no; we thought that you were on board and we started boarding.' we asked how this could've happened since our badges hadn't been checked and they hadn't called down to the jetbridge plane to let us know they were ready to board. The agent told us no one had actually stepped foot on the plane; but we saw that wasn't true when we got on board and saw bags in the overhead bins. Before pushback; the purser told the agent not to close the door; as we were short a couple of seats and people were still standing. He ignored her pleas and closed the door. The captain had to call to have the jetway brought back up. We were short and closed the door. The captain had to call to have the jetway brought back up. We were short 2 seats so 2 passenger had to be taken off.

Title: CABIN ATTENDANT RPTS PAX AGENT BOARDED PAX PRIOR TO ARR OF CABIN CREW IN VIOLATION OF FAR AND COMPANY RULES. AGENT ALSO CLOSED THE CABIN DOOR WITHOUT CONCURRENCE OF THE CABIN CREW WITH MORE PAX ON BOARD THAN SEATS AVAILABLE.
Narrative: THE FLT ATTENDANTS 93 OF US) CAME IN FROM LGA AND WE HAD TO CHANGE PLANES IN IAD. WHEN WE GOT TO OUR GATE TO CHK IN WITH THE AGENT; WE SAW THAT THEY WERE ALREADY BOARDING OUR PLANE. WE ASKED IF WE HAD BEEN RE-CREWED; AS WE WERE LATE GETTING IN; AND SHE SAID; 'NO; WE THOUGHT THAT YOU WERE ON BOARD AND WE STARTED BOARDING.' WE ASKED HOW THIS COULD'VE HAPPENED SINCE OUR BADGES HADN'T BEEN CHKED AND THEY HADN'T CALLED DOWN TO THE JETBRIDGE PLANE TO LET US KNOW THEY WERE READY TO BOARD. THE AGENT TOLD US NO ONE HAD ACTUALLY STEPPED FOOT ON THE PLANE; BUT WE SAW THAT WASN'T TRUE WHEN WE GOT ON BOARD AND SAW BAGS IN THE OVERHEAD BINS.
