Narrative:
Air carrier X departed orf climbing to 16000 ft then air carrier Y departed ric climbing to 9000 ft. At that time; air carrier Z was over hpw at 10000 ft. The air carrier Y was inadvertently climbed to FL220. The similar sounding call signs were reported in the past; but never changed.

Title: CTR CTLR CLBED A WRONG ACFT WITH A SIMILAR SOUNDING CALL SIGN THROUGH THE ALT OF ANOTHER ACFT RESULTING IN LTSS.
Narrative: ACR X DEPARTED ORF CLBING TO 16000 FT THEN ACR Y DEPARTED RIC CLBING TO 9000 FT. AT THAT TIME; ACR Z WAS OVER HPW AT 10000 FT. THE ACR Y WAS INADVERTENTLY CLBED TO FL220. THE SIMILAR SOUNDING CALL SIGNS WERE RPTED IN THE PAST; BUT NEVER CHANGED.
