Narrative:
A flaps 15 degree takeoff was made on runway 8. Takeoff was normal. When the landing gear was retracted; the landing gear warning horn sounded and could not be silenced. The flap lever was moved to the 'up' position. The flap indicator did not move; and the warning horn continued to sound. The flap handle was returned to the flaps 15 degree position; and the landing gear was extended; silencing the horn. The flaps inoperative checklist was accomplished. ILS approach to runway 3 was initiated; the flap handle was moved to the landing position; the flaps extended fully; with the indicator so indicating. A normal landing was made. Flaps would not retract during after landing check. Callback conversation with reporter revealed the following information: the reporter stated the cause of the trailing edge flaps to retract was a failed flap bearing that was cracked and frozen; adding this was his first experience in this airplane with a trailing edge flap failure. The reporter indicated the flap fail checklist worked as advertised.

Title: A C550 ON TKOF CLB ON GEAR RETRACTION THE LNDG GEAR WARNING HORN SOUNDED AND COULD NOT BE SILENCED. FLAPS MOVED TO UP AND FLAP INDICATOR DID NOT MOVE. GEAR EXTENDED; FLAPS TO 15 DEG HORN SILENCED. RETURN TO DEP ARPT.

THE FLAP HANDLE WAS RETURNED TO THE FLAPS 15 DEG POS; AND THE LNDG GEAR WAS EXTENDED; SILENCING THE HORN. THE FLAPS INOP CHKLIST WAS ACCOMPLISHED. ILS APCH TO RWY 3 WAS INITIATED; THE FLAP HANDLE WAS MOVED TO THE LNDG POS; THE FLAPS EXTENDED FULLY; WITH THE INDICATOR SO INDICATING. A NORMAL LNDG WAS MADE. FLAPS WOULD NOT RETRACT DURING AFTER LNDG CHK. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THE TRAILING EDGE FLAPS TO RETRACT WAS A FAILED FLAP BEARING THAT WAS CRACKED AND FROZEN; ADDING THIS WAS HIS FIRST EXPERIENCE IN THIS AIRPLANE WITH A TRAILING EDGE FLAP FAILURE. THE RPTR INDICATED THE FLAP FAIL CHKLIST WORKED AS ADVERTISED.
