Narrative:
I am submitting this report in response to one filed earlier about this event. Maintenance had to replace a bonding strap on the refuel door. The installation called for the application of sealant and nycote. Per the amm; the nycote was to be applied 'after the sealant curing time.' that alone should be enough to defer the application of nycote until the expiration of the sealant cure time. This was originally what was to happen. They were going to apply the sealant and defer the nycote. At about XA30; the story changed. Now they could not apply the sealant either. In reading through the amm; with the lead technician in ZZZ; it was noticed that the amm considers this a protective coating. Paint is also a protective coating. We defer paint per the gpm all the time. Therefore; we should be able to defer this the same way. So I called maintenance control and asked if we could defer this per the gpm. I did not advise; I asked. 2 controllers conferred and said that we could. I informed; and it was done.

Title: AN EMB145 WAS DISPATCHED WITH THE FUELING PANEL DOOR BONDING STRAP NOT SEALED AND PROTECTIVE COATED. LATER DETERMINED SEALANT AND COATING REQUIRED.
Narrative: I AM SUBMITTING THIS RPT IN RESPONSE TO ONE FILED EARLIER ABOUT THIS EVENT. MAINT HAD TO REPLACE A BONDING STRAP ON THE REFUEL DOOR. THAT ALONE SHOULD BE ENOUGH TO DEFER THE APPLICATION OF NYCOTE UNTIL THE EXPIRATION OF THE SEALANT CURE TIME. THIS WAS ORIGINALLY WHAT WAS TO HAPPEN. THEY WERE GOING TO APPLY THE SEALANT AND DEFER THE NYCOTE. AT ABOUT XA30; THE STORY CHANGED. NOW THEY COULD NOT APPLY THE SEALANT EITHER. IN READING THROUGH THE AMM; WITH THE LEAD TECHNICIAN IN ZZZ; IT WAS NOTICED THAT THE AMM CONSIDERS THIS A PROTECTIVE COATING. PAINT IS ALSO A PROTECTIVE COATING. WE DEFER PAINT PER THE GPM ALL THE TIME. THEREFORE; WE SHOULD BE ABLE TO DEFER THIS THE SAME WAY. SO I CALLED MAINT CTL AND ASKED IF WE COULD DEFER THIS PER THE GPM. I DID NOT ADVISE; I ASKED. 2 CTLRS CONFERRED AND SAID THAT WE COULD. I INFORMED; AND IT WAS DONE.
