Narrative:
The airplane; BE30; was flown to ZZZ for phase 1-4 inspection. The propellers (due overhaul at 6 yrs may 2006 per logbooks) were found to be overdue. As per company a; the propeller overhauls are indeed 6 yr items but the hubs are due overhaul at 5 yrs. Despite careful research by our director of maintenance and 2 repair stations; no one had idented the hubs as overdue by nearly 8 months. We filed a voluntary self disclosure with the local FSDO (per advisory circular 00-58). Even after reporting this and providing a copy of the company X service letter; our primary maintenance inspector could not decipher the service letter to tell if the hubs were 5 yr of 6 yr overhauls! The issue is a very poorly written service letter. The part numbers are not clearly idented; so that it is difficult to determine if any given section actually applies to our airplane or propellers or hubs! When we called company X for clarification; they were rude and unhelpful. We recommend a rewrite of this service letter.

Title: A BE30 DURING A MAINT CHK WAS FOUND TO HAVE THE PROP HUB INSPECTION 8 MONTHS OVERDUE. CAUSED BY A POORLY WRITTEN MANUFACTURER'S SVC BULLETIN.

AS PER COMPANY A; THE PROP OVERHAULS ARE INDEED 6 YR ITEMS BUT THE HUBS ARE DUE OVERHAUL AT 5 YRS. DESPITE CAREFUL RESEARCH BY OUR DIRECTOR OF MAINT AND 2 REPAIR STATIONS; NO ONE HAD IDENTED THE HUBS AS OVERDUE BY NEARLY 8 MONTHS. WE FILED A VOLUNTARY SELF DISCLOSURE WITH THE LCL FSDO (PER ADVISORY CIRCULAR 00-58). EVEN AFTER RPTING THIS AND PROVIDING A COPY OF THE COMPANY X SVC LETTER; OUR PRIMARY MAINT INSPECTOR COULD NOT DECIPHER THE SVC LETTER TO TELL IF THE HUBS WERE 5 YR OF 6 YR OVERHAULS! THE ISSUE IS A VERY POORLY WRITTEN SVC LETTER. THE PART NUMBERS ARE NOT CLRLY IDENTED; SO THAT IT IS DIFFICULT TO DETERMINE IF ANY GIVEN SECTION ACTUALLY APPLIES TO OUR AIRPLANE OR PROPS OR HUBS! WHEN WE CALLED COMPANY X FOR CLARIFICATION; THEY WERE RUDE AND UNHELPFUL. WE RECOMMEND A REWRITE OF THIS SVC LETTER.
