Narrative:
On flight from ZZZ to ZZZ1; when the first officer called ZZZ1 operations on VHF comm # 2; using a discrete frequency; I could hear him as clear as other conversations on a different frequency on VHF comm # 1. At the time; ATC was talking and I was unable to hear who and what they were communicating. Upon arrival into ZZZ1; I duplicated the problem so local maintenance could hear the [radio] bleedover. His [mechanic's] response was 'yeah that's excessive bleedover'. I told him that if maintenance control was planning to sign-off this discrepancy with [bombardier] service letter dhc-8-400-SL-23-008; dated october 2009; I would refuse the Q-400 as this was a safety issue.later that day; the chief pilot's office called to 'follow up' as to why I refused the aircraft. This problem is a over two year problem and still to my knowledge has not been remedied.

Title: A Q400 Captain reports he missed a call from ATC in cruise flight due to the First Officer's VHF-2 comm causing radio bleed-over interference and interrupting ATC communications on Captain's VHF-1 audio. Reporter alleged that Maintenance Control continues to sign-off pilot write-ups for the ATC interference as 'minimal'; citing radio Manufacturer's Service Letter DHC8-400-SL-23-008.
