Narrative:
After we arrived; the ground personnel noted that the fueling panel door was open and the fuel cap was missing. In ont; the first officer had completed his walkaround prior to the fueler leaving the ramp. The push crew did not notice the panel open or unlocked on pushback. We entered this in the maintenance log and luckily maintenance found that there were only minor paint scratches under the wing. This is the second time this has happened to me in 1 week at 2 different stations. Obviously it could not happen if personnel would pay attention to detail and not leave the aircraft until caps are on and all panels are closed and locked.

Title: MD80 ON ARR IS ALERTED BY GND CREW TO AN OPEN FUEL PANEL DOOR AND A MISSING FUEL CAP.
Narrative: AFTER WE ARRIVED; THE GND PERSONNEL NOTED THAT THE FUELING PANEL DOOR WAS OPEN AND THE FUEL CAP WAS MISSING. IN ONT; THE FO HAD COMPLETED HIS WALKAROUND PRIOR TO THE FUELER LEAVING THE RAMP. THE PUSH CREW DID NOT NOTICE THE PANEL OPEN OR UNLOCKED ON PUSHBACK. WE ENTERED THIS IN THE MAINT LOG AND LUCKILY MAINT FOUND THAT THERE WERE ONLY MINOR PAINT SCRATCHES UNDER THE WING. THIS IS THE SECOND TIME THIS HAS HAPPENED TO ME IN 1 WK AT 2 DIFFERENT STATIONS. OBVIOUSLY IT COULD NOT HAPPEN IF PERSONNEL WOULD PAY ATTN TO DETAIL AND NOT LEAVE THE ACFT UNTIL CAPS ARE ON AND ALL PANELS ARE CLOSED AND LOCKED.
