Narrative:
I was assigned an inspection. Part of this inspection involves opening access panel 313CL which is the APU oil service door. Upon completion of work in this area; I closed the door and checked to make sure each latch (there are 5 individual latches on this particular door) was closed. I do not know why the event occurred. If any of the latches on door 313CL were in fact not closed; they would have been noticed on the pilots preflight walkaround inspection; and also by the ramp crew since this area is not hidden; and is in plain view. I cannot speculate as to why this event occurred; other than an act of god or a multiple latch failure of some kind.

Title: AN EMB140 WAS FOUND ON ARR TO HAVE THE APU OIL SVC DOOR MISSING.
Narrative: I WAS ASSIGNED AN INSPECTION. PART OF THIS INSPECTION INVOLVES OPENING ACCESS PANEL 313CL WHICH IS THE APU OIL SVC DOOR. IF ANY OF THE LATCHES ON DOOR 313CL WERE IN FACT NOT CLOSED; THEY WOULD HAVE BEEN NOTICED ON THE PLTS PREFLT WALKAROUND INSPECTION; AND ALSO BY THE RAMP CREW SINCE THIS AREA IS NOT HIDDEN; AND IS IN PLAIN VIEW. I CANNOT SPECULATE AS TO WHY THIS EVENT OCCURRED; OTHER THAN AN ACT OF GOD OR A MULTIPLE LATCH FAILURE OF SOME KIND.
