Narrative:
From XXX called and requested an authority/authorized for reference purposes for this aircraft. I informed him that it was not available/applicable to issue from my planning screen in maintenance computer. Later that evening; he called and said they complied with it and were going to hand write it on their final summary. The next night the 700 maintenance controller asked if I knew anything about them; asking to clear with the authority/authorized. I brought him up to speed and he informed me that this authority/authorized was not applicable to this aircraft for line number. The mechanic and lead in ZZZ should have read the paperwork thoroughly for effectivity prior to attempting to accomplish the task.

Title: A B737-700 HAD A CHANGE ORDER COMPLETED ON THE ENG BURNER STAGING VALVE. THE CHANGE ORDER AUTH DID NOT APPLY TO THIS AIRPLANE.
Narrative: FROM XXX CALLED AND REQUESTED AN AUTH FOR REF PURPOSES FOR THIS ACFT. I INFORMED HIM THAT IT WAS NOT AVAILABLE/APPLICABLE TO ISSUE FROM MY PLANNING SCREEN IN MAINT COMPUTER. LATER THAT EVENING; HE CALLED AND SAID THEY COMPLIED WITH IT AND WERE GOING TO HAND WRITE IT ON THEIR FINAL SUMMARY. THE NEXT NIGHT THE 700 MAINT CTLR ASKED IF I KNEW ANYTHING ABOUT THEM; ASKING TO CLR WITH THE AUTH. I BROUGHT HIM UP TO SPD AND HE INFORMED ME THAT THIS AUTH WAS NOT APPLICABLE TO THIS ACFT FOR LINE NUMBER. THE MECH AND LEAD IN ZZZ SHOULD HAVE READ THE PAPERWORK THOROUGHLY FOR EFFECTIVITY PRIOR TO ATTEMPTING TO ACCOMPLISH THE TASK.
