Narrative:

While accomplishing a routine work card; I noted the forward cargo door open and locked light was inoperative. As per the work card if this item is inoperative it is to be corrected or programmed for repair. Part to correct problem was not available; so I programmed item for repair. The next night I had the same problem with another one of our aircraft. I then recalled that this item was to be addressed in a future MEL manual revision. Up to this point; it was standard procedure to program the item; there was no MEL requirement. I checked the recently revised MEL manual and noted the cargo door light had been incorporated. I MEL'ed this aircraft. Work card should be revised to indicate item is now to be MEL'ed if inoperative -- not just programmed. I have notified company safety officials of this incident.

Title: AN A321 FORWARD CARGO DOOR OPEN AND LOCKED LIGHT WAS FOUND INOP. RPTR ASSIGNED ITEM FOR A REPAIR WITH NO TIME LIMITS. LATER FOUND REVISED MEL HAD ADDED CARGO LIGHT WITH TIME LIMIT FOR REPAIR.

THE NEXT NIGHT I HAD THE SAME PROB WITH ANOTHER ONE OF OUR ACFT. I THEN RECALLED THAT THIS ITEM WAS TO BE ADDRESSED IN A FUTURE MEL MANUAL REVISION. UP TO THIS POINT; IT WAS STANDARD PROC TO PROGRAM THE ITEM; THERE WAS NO MEL REQUIREMENT. I CHKED THE RECENTLY REVISED MEL MANUAL AND NOTED THE CARGO DOOR LIGHT HAD BEEN INCORPORATED. I MEL'ED THIS ACFT. WORK CARD SHOULD BE REVISED TO INDICATE ITEM IS NOW TO BE MEL'ED IF INOP -- NOT JUST PROGRAMMED. I HAVE NOTIFIED COMPANY SAFETY OFFICIALS OF THIS INCIDENT.
