Narrative:

A C182 entered class D airspace without 2-WAY communications and landed on runway 17 without ATC clearance. An aircraft Y was on rollout runway 13 at the time of the incident. Local control attempted to contact C182 and was unsuccessful. Ground control attempted contact on unicom and was successful; informed the aircraft to exit the runway and contact ground on correct frequency. A loss of separation did happen; and closest proximity was 20-500 ft. Contributing factor was MVFR WX and lack of pilot having charts in the aircraft.

LCL CTL ATTEMPTED TO CONTACT C182 AND WAS UNSUCCESSFUL. GND CTL ATTEMPTED CONTACT ON UNICOM AND WAS SUCCESSFUL; INFORMED THE ACFT TO EXIT THE RWY AND CONTACT GND ON CORRECT FREQ. A LOSS OF SEPARATION DID HAPPEN; AND CLOSEST PROX WAS 20-500 FT. CONTRIBUTING FACTOR WAS MVFR WX AND LACK OF PLT HAVING CHARTS IN THE ACFT.
