Narrative:
I had not flown fixed wing for 4 yrs. Since I needed a BFR and time-in-type (will fly sport pilot) I was with a CFI. On our third landing; a beech baron blew a tire and was pulled over to edge of runway; approximately 1/4 way down 6000 ft runway 23. Baron called blown tire. Intercom in ercoupe not working properly. I relayed message to CFI. He assessed situation and told me to land long since we had at least 4000 ft of runway and we were low on gas. I announced same; on downwind; base; final. As I cleared baron; shd traffic said 'you're too low.' I replied 'roger;' but it was evident to us we were going to clear baron by at least 100 ft. Applied power; cleared baron by at least 150 ft. As I was in flare; shd traffic called and said 'you cannot land!' at that point; I was flaring and within 20 ft off runway. I completed landing; and taxied back to ramp. When we talked to shd traffic; she said she did not hear my called intentions. At that point she was working 2 radios with ground crew. Although we cleared baron and landed with runway to spare; I should have remembered that a disabled plane on runway effectively closes that runway.

Title: ERCOUPE 415C PLT LANDS OVER ACFT ON RWY 23 AT SHD AND HAS A RWY INCURSION.
Narrative: I HAD NOT FLOWN FIXED WING FOR 4 YRS. SINCE I NEEDED A BFR AND TIME-IN-TYPE (WILL FLY SPORT PLT) I WAS WITH A CFI. ON OUR THIRD LNDG; A BEECH BARON BLEW A TIRE AND WAS PULLED OVER TO EDGE OF RWY; APPROX 1/4 WAY DOWN 6000 FT RWY 23. BARON CALLED BLOWN TIRE. INTERCOM IN ERCOUPE NOT WORKING PROPERLY. I RELAYED MESSAGE TO CFI. HE ASSESSED SITUATION AND TOLD ME TO LAND LONG SINCE WE HAD AT LEAST 4000 FT OF RWY AND WE WERE LOW ON GAS. I ANNOUNCED SAME; ON DOWNWIND; BASE; FINAL. AS I CLRED BARON; SHD TFC SAID 'YOU'RE TOO LOW.' I REPLIED 'ROGER;' BUT IT WAS EVIDENT TO US WE WERE GOING TO CLR BARON BY AT LEAST 100 FT. APPLIED PWR; CLRED BARON BY AT LEAST 150 FT. AS I WAS IN FLARE; SHD TFC CALLED AND SAID 'YOU CANNOT LAND!' AT THAT POINT; I WAS FLARING AND WITHIN 20 FT OFF RWY. I COMPLETED LNDG; AND TAXIED BACK TO RAMP.
