Narrative:
We took off from teb on the teb 5 departure runway 24. The takeoff was normal and as we were just leveling off at 1500 ft at 3.9 miles from teb VOR to start our turn right to a heading of 280 degrees the controller came on the radio and asked if we were in the turn yet. We replied we were just leveling off at 1500 ft and starting our turn. In a very snide tone the controller said good because were about 4.0 miles too late. The first officer and I were perplexed by this comment and read and reread the departure procedure; twice before we departed and several times after the controller gave us this snide remark. Nothing more was said and after we passed 4.5 miles we were given a turn to 330 degrees and cleared to climb to 10000 ft and were handed off to ny center.
