Narrative:
A NOTAM was issued advising the runway 23 landing threshold was displaced 3900 ft. 4 F16's were landing runway 23 completing a TACAN runway 23 instrument approach; marsa in-trail separation. Aircraft #1 and aircraft #2 landed without incident. Aircraft #3 touched down approximately 1000 ft short of the runway 23 displaced threshold. Aircraft #4 touched down approximately 100 ft short of the runway 23 displaced threshold. Additionally; the northeast 1700 ft of runway 23 has had personnel and equipment working on the 'closed' portion for nearly 24 hours. No NOTAM was issued closing this portion of the runway; until almost 24 hours after closure.

Title: FWA LCL CTLR DESCRIBED INCIDENT WHEN SEVERAL MIL JETS LANDED SHORT OF A PORTION OF THE RWY THAT WAS NOTAMED CLOSED.
