Narrative:
Air carrier X was instructed to execute climb out instructions for missed approach by lax tower. I was advised of the pending missed approach (departure control) when aircraft was on approximately 3 mi final. Normal climb out instructions include overflying runway and then tower heading. This aircraft was issued a 210 degree heading prior to the approach end of the runway. This caused the aircraft to exit class B airspace and enter another controller's airspace. The aircraft was below class B airspace for at least 20 mi flight time. Various VFR targets in the area made it difficult to get the aircraft to altitude. Aircraft should not have been issued the 210 degree heading.

Title: SCT TRACON CTLR EXPRESSED CONCERN REGARDING GAR CLRNC ISSUED BY LAX TWR PLACING ACFT BELOW CLASS B AND IN ANOTHER CTLR'S AIRSPACE.
Narrative: ACR X WAS INSTRUCTED TO EXECUTE CLBOUT INSTRUCTIONS FOR MISSED APCH BY LAX TWR. I WAS ADVISED OF THE PENDING MISSED APCH (DEP CTL) WHEN ACFT WAS ON APPROX 3 MI FINAL. VARIOUS VFR TARGETS IN THE AREA MADE IT DIFFICULT TO GET THE ACFT TO ALT. ACFT SHOULD NOT HAVE BEEN ISSUED THE 210 DEG HDG.
