Narrative:

Upon completion of the load manifest for flight XXXX in msn; it was determined that 350 pounds of ballast was required to keep the aircraft center of gravity within limits. We had a full outbound passenger load of 50; so we were unable to correct the problem by shifting people around. The ramp agents were notified of the situation. A new load manifest was completed; accounting for the additional 350 pounds of ballast. The cargo door was re-closed and we pushed back from the gate. Upon our arrival into cvg it was determined during the postflt inspection that only 250 pounds of ballast had actually been loaded. At no time did the ramp agents in msn notify the flight crew of their failure to load the entire amount of ballast.

Title: AN RJ-200 REQUIRED 350 LBS OF BALLAST FOR CTR OF GRAVITY LIMITS; AND RAMP ONLY LOADED 250 LBS.

Narrative: UPON COMPLETION OF THE LOAD MANIFEST FOR FLT XXXX IN MSN; IT WAS DETERMINED THAT 350 LBS OF BALLAST WAS REQUIRED TO KEEP THE ACFT CTR OF GRAVITY WITHIN LIMITS. WE HAD A FULL OUTBOUND PAX LOAD OF 50; SO WE WERE UNABLE TO CORRECT THE PROB BY SHIFTING PEOPLE AROUND. THE RAMP AGENTS WERE NOTIFIED OF THE SITUATION. A NEW LOAD MANIFEST WAS COMPLETED; ACCOUNTING FOR THE ADDITIONAL 350 LBS OF BALLAST. THE CARGO DOOR WAS RE-CLOSED AND WE PUSHED BACK FROM THE GATE. UPON OUR ARR INTO CVG IT WAS DETERMINED DURING THE POSTFLT INSPECTION THAT ONLY 250 LBS OF BALLAST HAD ACTUALLY BEEN LOADED. AT NO TIME DID THE RAMP AGENTS IN MSN NOTIFY THE FLT CREW OF THEIR FAILURE TO LOAD THE ENTIRE AMOUNT OF BALLAST.
