Narrative:

Bags were loaded in both cargo sections without proper clearance between bags and ceiling. During preflight; discovered bags I could see jammed against ceiling. Requested a supervisor; who reported situation was fixed. Upon arrival; I asked ramp agents unloading aircraft if there was the proper clearance between the bags and the ceiling. They laughed and said; 'no -- these things are always jammed up here.'
