Narrative:

Captain contacted dispatch that the flight had a non-afpam item; cabin trim air valves inoperative. There was also an afpam item; #2 pack inoperative. The problem was that the non-afpam item stipulated that both pack controllers operate normally. The captain refused the aircraft. This aircraft had been operated in this manner for 7 previous legs with both items deferred.
