Narrative:
Inbound to cancun on B646 between robin and alori intxns; merida center frequency; controller very busy; lots of spanish -- controllers english very poor. We got a descent clearance from FL380 to FL280. Passing approximately FL345; got a TCAS TA; quickly followed by RA. Acquired other aircraft visually and aircraft passed behind and below us. Other aircraft was an air carrier Y airbus. Air carrier Y called ATC with a long dialogue in spanish. The merida controller replied 'correcto.' controller said nothing to us. We continued our descent to FL280.

Narrative: INBOUND TO CANCUN ON B646 BTWN ROBIN AND ALORI INTXNS; MERIDA CTR FREQ; CTLR VERY BUSY; LOTS OF SPANISH -- CTLRS ENGLISH VERY POOR. WE GOT A DSCNT CLRNC FROM FL380 TO FL280. PASSING APPROX FL345; GOT A TCAS TA; QUICKLY FOLLOWED BY RA. ACQUIRED OTHER ACFT VISUALLY AND ACFT PASSED BEHIND AND BELOW US. OTHER ACFT WAS AN ACR Y AIRBUS.
