Narrative:

L39 was on landing roll at the departure end of runway 7R and about to turn. I allowed a cessna to land runway 7R that was crossing the threshold and even told him traffic was more than 6000 ft down the runway. This rule; however; is not applicable with consecutive arrs when a category 3 is involved. Safety was never jeopardized.
