Narrative:
Separation was lost between 2 dtw departures climbing wbound. The front aircraft; air carrier X at 16000 ft; had been given normal speed (given by dtw) but had reduced to 260 KTS for turbulence. Air carrier Y was handed off at 'normal speed' given by dtw and increased to 320 KTS. ZOB controller then climbed him to 15000 ft. Air carrier Y overtook air carrier X. Sector was extremely busy and complex. Controller descended air carrier X to 11000 ft and separation was lost.

Title: ZOB CTLR EXPERIENCED OPERROR AT 15000 FT WHEN DEP ACFT SLOWED FOR TURB AND FOLLOWING ACFT OVERTOOK THE ACFT AHEAD.
Narrative: SEPARATION WAS LOST BTWN 2 DTW DEPS CLBING WBOUND. THE FRONT ACFT; ACR X AT 16000 FT; HAD BEEN GIVEN NORMAL SPD (GIVEN BY DTW) BUT HAD REDUCED TO 260 KTS FOR TURB.
