Narrative:
Air carrier Y; B752; clearing runway 25L after landing; air carrier X; B738; over threshold runway 25L. Supervisor instructed local controller to issue go around to air carrier X even though air carrier Y was clearing runway. Air carrier X then executed right turn off departure end runway 25L; turning in front of a departure; without instruction. Local controller turned air carrier X in time to prevent another incident. Second incident would have been prevented if not for go around.

Title: LAS LCL CTLR DESCRIBED CONFLICT AS GAR ACFT TURNED IN FRONT OF PARALLEL RWY DEP WITH NO INSTRUCTIONS FROM ATC.
Narrative: ACR Y; B752; CLRING RWY 25L AFTER LNDG; ACR X; B738; OVER THRESHOLD RWY 25L. SUPVR INSTRUCTED LCL CTLR TO ISSUE GAR TO ACR X EVEN THOUGH ACR Y WAS CLRING RWY. ACR X THEN EXECUTED R TURN OFF DEP END RWY 25L; TURNING IN FRONT OF A DEP; WITHOUT INSTRUCTION. LCL CTLR TURNED ACR X IN TIME TO PREVENT ANOTHER INCIDENT. SECOND INCIDENT WOULD HAVE BEEN PREVENTED IF NOT FOR GAR.
