Narrative:
Aircraft X was climbed to FL250 and handed off and switched to the next sector. Aircraft Y (B738) checked in climbing to FL190 from dca. Aircraft Y was initially climbed to FL230. The sector talking to aircraft X (CRJ2) asked for control to climb to FL270. I observed the climb rate on both aircraft and climbed aircraft Y to FL260. A few moments later; I observed aircraft X slowed his climb rate. I then descended aircraft Y to FL250 when I observed aircraft X out of FL264. I asked aircraft Y to say altitude leaving. Aircraft Y reported leaving FL255 and I observed aircraft X at FL265.

Title: ZDC CTLR EXPERIENCED OPERROR AT APPROX FL250 WHEN CLB RATES OF 2 ACFT WERE MISJUDGED.
Narrative: ACFT X WAS CLBED TO FL250 AND HANDED OFF AND SWITCHED TO THE NEXT SECTOR. ACFT Y (B738) CHKED IN CLBING TO FL190 FROM DCA. ACFT Y WAS INITIALLY CLBED TO FL230. THE SECTOR TALKING TO ACFT X (CRJ2) ASKED FOR CTL TO CLB TO FL270. I OBSERVED THE CLB RATE ON BOTH ACFT AND CLBED ACFT Y TO FL260. A FEW MOMENTS LATER; I OBSERVED ACFT X SLOWED HIS CLB RATE. I THEN DSNDED ACFT Y TO FL250 WHEN I OBSERVED ACFT X OUT OF FL264. I ASKED ACFT Y TO SAY ALT LEAVING. ACFT Y RPTED LEAVING FL255 AND I OBSERVED ACFT X AT FL265.
