Narrative:

On departure from sfo; the entire captain right instrument panel fell out of its mount and moved 2-3 inches aft. The captain lost sight of the altimeter; vvi and his clock; in addition to all 3 standby instruments. Apparently; all 4 or 6 screws had been loosened prior to this and were not secured prior to flight. Because of 9/11 actions of the tsa; the pilots no longer have access to a simple screwdriver that could have fixed the problem. We were able to secure 1 screw and able to continue the flight. Had it been instrument conditions; this problem could have had real consequences.

Title: THE CREW OF A B757 DEPARTED SFO WITH THE R HALF OF THE CAPT'S INST PANEL NOT FASTENED IN PLACE. ON ROTATION THE PANEL MOVED AFT 2-3 INCHES. WITH THE FO FLYING; THE CAPT WAS ABLE TO PUSH IT BACK IN AND CONTINUE THE FLT.

BECAUSE OF 9/11 ACTIONS OF THE TSA; THE PLTS NO LONGER HAVE ACCESS TO A SIMPLE SCREWDRIVER THAT COULD HAVE FIXED THE PROB. WE WERE ABLE TO SECURE 1 SCREW AND ABLE TO CONTINUE THE FLT. HAD IT BEEN INST CONDITIONS; THIS PROB COULD HAVE HAD REAL CONSEQUENCES.
