Narrative:
A runway 27L GPS approach was added to tamiami airport in apr/06 without any notice to the controllers at tamiami tower or mia approach control. The controllers did not find out about the approach until a pilot requested it in may/06. After we found out about the approach; management at tamiami advised us to broadcast the approach on the ATIS; while mia approach controller advised us to not use it because they did not have the proper radar maps and procedures in place to use the approach. After about 1 week or so; it was determined to not use the approach because of the before mentioned reasons. It is now jun/thu/06 and we still don't have maps and have not used the approach. A similar instance happened again last week. Tamiami airport's locator outer marker to runway 9R qeezy and NDB have been decommissioned and replaced with grabec. Tmb no longer has an NDB approach and again no notice was given to the controllers at tmb or mia approach. A few days after the new approach was in use; the controllers received a letter from management stating qeezy was no longer in use; grabec is the new LOM and to familiarize yourself with the new procedures. We still don't have any radar maps for either of the approachs and have not been formally briefed. In the future; I feel all the affected airports and controllers should be formally briefed about the changes well before they go into effect as well as all the radar maps should be updated before the changes take effect.

Title: TMB CTLR EXPRESSED CONCERN REGARDING NEW APCH PROC THAT WAS EFFECTIVE WITHOUT ANY BRIEFING AND OR VIDEO MAPS FOR REF.
Narrative: A RWY 27L GPS APCH WAS ADDED TO TAMIAMI ARPT IN APR/06 WITHOUT ANY NOTICE TO THE CTLRS AT TAMIAMI TWR OR MIA APCH CTL. THE CTLRS DID NOT FIND OUT ABOUT THE APCH UNTIL A PLT REQUESTED IT IN MAY/06. AFTER WE FOUND OUT ABOUT THE APCH; MGMNT AT TAMIAMI ADVISED US TO BROADCAST THE APCH ON THE ATIS; WHILE MIA APCH CTLR ADVISED US TO NOT USE IT BECAUSE THEY DID NOT HAVE THE PROPER RADAR MAPS AND PROCS IN PLACE TO USE THE APCH. AFTER ABOUT 1 WK OR SO; IT WAS DETERMINED TO NOT USE THE APCH BECAUSE OF THE BEFORE MENTIONED REASONS. IT IS NOW JUN/THU/06 AND WE STILL DON'T HAVE MAPS AND HAVE NOT USED THE APCH. A SIMILAR INSTANCE HAPPENED AGAIN LAST WK. TAMIAMI ARPT'S LOCATOR OUTER MARKER TO RWY 9R QEEZY AND NDB HAVE BEEN DECOMMISSIONED AND REPLACED WITH GRABEC. TMB NO LONGER HAS AN NDB APCH AND AGAIN NO NOTICE WAS GIVEN TO THE CTLRS AT TMB OR MIA APCH. A FEW DAYS AFTER THE NEW APCH WAS IN USE; THE CTLRS RECEIVED A LETTER FROM MGMNT STATING QEEZY WAS NO LONGER IN USE; GRABEC IS THE NEW LOM AND TO FAMILIARIZE YOURSELF WITH THE NEW PROCS. WE STILL DON'T HAVE ANY RADAR MAPS FOR EITHER OF THE APCHS AND HAVE NOT BEEN FORMALLY BRIEFED. IN THE FUTURE; I FEEL ALL THE AFFECTED ARPTS AND CTLRS SHOULD BE FORMALLY BRIEFED ABOUT THE CHANGES WELL BEFORE THEY GO INTO EFFECT AS WELL AS ALL THE RADAR MAPS SHOULD BE UPDATED BEFORE THE CHANGES TAKE EFFECT.
