Narrative:

Contract flight; a BE90; was flying over tpa at 3500 ft; IFR departures had to be stopped at 3000 ft; issued by local controller; with no cabin attendant coordinator in tower cabin attendant; which now means no taxi into position and hold; thereby increasing complexity and delays; mostly air carrier; also aircraft X was out of the agreed time of XA30 to XB00 due to departure rush off of tpa prior to XA30. The aircraft was over tpa at XA00; additionally increasing complexity. I felt this was an untimely and potentially unsafe operation; so I asked the radar room supervisor to relieve me from local control; which he did.

THE ACFT WAS OVER TPA AT XA00; ADDITIONALLY INCREASING COMPLEXITY. I FELT THIS WAS AN UNTIMELY AND POTENTIALLY UNSAFE OP; SO I ASKED THE RADAR ROOM SUPVR TO RELIEVE ME FROM LCL CTL; WHICH HE DID.
