Narrative:
Descended air carrier X to FL310. I noticed aircraft descending through FL280. I immediately climbed aircraft back to FL310 and d-side pointed out the aircraft to sector 13. Supplemental information from acn 700785: the r-side noticed the aircraft at FL270 descending. The r-side questioned the aircraft who thought the clearance was FL210. The aircraft then climbed to FL310. Leaving FL290; descending; the aircraft violated the sector below.

Title: ZAN CTLR DESCRIBED INCIDENT WHEN ACFT STARTED DSCNT TO FL210 WHEN ONLY CLRED TO FL310 AND ENTERED ADJACENT AIRSPACE WITHOUT CLRNC.
Narrative: DSNDED ACR X TO FL310. I NOTICED ACFT DSNDING THROUGH FL280. I IMMEDIATELY CLBED ACFT BACK TO FL310 AND D-SIDE POINTED OUT THE ACFT TO SECTOR 13. SUPPLEMENTAL INFO FROM ACN 700785: THE R-SIDE NOTICED THE ACFT AT FL270 DSNDING. THE R-SIDE QUESTIONED THE ACFT WHO THOUGHT THE CLRNC WAS FL210. THE ACFT THEN CLBED TO FL310. LEAVING FL290; DSNDING; THE ACFT VIOLATED THE SECTOR BELOW.
