Narrative:
On departure; at approximately 2000-3000 ft passing through 170 KIAS experienced divergent flutter. Decreased speed 150 KIAS; the flutter went away. Declared emergency; returned to airport; landed uneventfully. Discovered the port side trim disconnected from control arm recently out of maintenance at FBO. They took full responsibility. Aircraft deplaned; maintenance facility repaired and returned to service.

Title: CITATION 560 PLT HAS CTL FLUTTER DURING CLB; DECLARED EMER AND RETURNS FOR LNDG.
Narrative: ON DEP; AT APPROX 2000-3000 FT PASSING THROUGH 170 KIAS EXPERIENCED DIVERGENT FLUTTER. DECREASED SPD 150 KIAS; THE FLUTTER WENT AWAY. DECLARED EMER; RETURNED TO ARPT; LANDED UNEVENTFULLY. DISCOVERED THE PORT SIDE TRIM DISCONNECTED FROM CTL ARM RECENTLY OUT OF MAINT AT FBO. THEY TOOK FULL RESPONSIBILITY. ACFT DEPLANED; MAINT FACILITY REPAIRED AND RETURNED TO SVC.
