Narrative:
On a solo cross country; I started to have electrical and radio failure. After noticing my electrical and radio failure; I decided to do a 180 degree turn and turn around back. I tried to contact approach and departure but there was no response. I could barely hear anything through my headset; so I squawked 7600. By this time I started to look for an airport to land on as I was taught for an emergency landing and the first airport just to the right of me was a military airport. Before I started my descent to ZZZ; I did a radio check making sure that there was nothing wrong with my radios but nothing came back. As I was descending my radios kept going in and out. I circled ZZZ airspace above pattern altitude trying to communicate stating; 'I was having radio and equipment failure; request to land at your airport.' I heard no response; so I tried again. By that time all I hear from them was 1 or 2 words at a time since my radio kept going in and out. At one point I heard from tower; 'are you announcing an emergency?' I answered by saying yes and after that my radios kept going in and out and I couldn't hear anything anymore. I kept circling the airport looking for light gun signals but nothing happened. I kept trying to communicate with tower many times. I believe I did this about 8-9 times before I heard someone on the radio stating 'clear 3;' that's all I heard. Since ZZZ only has runway 15 and runway 33; I assumed that they cleared me to land on runway 33. I started my descent to runway 33 and asked tower; 'is aircraft X cleared to land runway 33?' I heard nothing so I asked again. It took a couple of times before I heard someone say yes. As I started my downwind; I lowered my flaps and noticed that they were lowering in a slower than usual speed. After getting my clearance to land from ATC; I landed.

Title: STUDENT PLT OF C152 SUFFERS RADIO FAILURE. LANDS AT MIL FIELD AFTER REPEATED ATTEMPTS TO CONTACT THE TWR.

BEFORE I STARTED MY DSCNT TO ZZZ; I DID A RADIO CHK MAKING SURE THAT THERE WAS NOTHING WRONG WITH MY RADIOS BUT NOTHING CAME BACK. AS I WAS DSNDING MY RADIOS KEPT GOING IN AND OUT. I CIRCLED ZZZ AIRSPACE ABOVE PATTERN ALT TRYING TO COMMUNICATE STATING; 'I WAS HAVING RADIO AND EQUIP FAILURE; REQUEST TO LAND AT YOUR ARPT.' I HEARD NO RESPONSE; SO I TRIED AGAIN. BY THAT TIME ALL I HEAR FROM THEM WAS 1 OR 2 WORDS AT A TIME SINCE MY RADIO KEPT GOING IN AND OUT. AT ONE POINT I HEARD FROM TWR; 'ARE YOU ANNOUNCING AN EMER?' I ANSWERED BY SAYING YES AND AFTER THAT MY RADIOS KEPT GOING IN AND OUT AND I COULDN'T HEAR ANYTHING ANYMORE. I KEPT CIRCLING THE ARPT LOOKING FOR LIGHT GUN SIGNALS BUT NOTHING HAPPENED. SINCE ZZZ ONLY HAS RWY 15 AND RWY 33; I ASSUMED THAT THEY CLRED ME TO LAND ON RWY 33. I STARTED MY DSCNT TO RWY 33 AND ASKED TWR; 'IS ACFT X CLRED TO LAND RWY 33?' I HEARD NOTHING SO I ASKED AGAIN. IT TOOK A COUPLE OF TIMES BEFORE I HEARD SOMEONE SAY YES. AS I STARTED MY DOWNWIND; I LOWERED MY FLAPS AND NOTICED THAT THEY WERE LOWERING IN A SLOWER THAN USUAL SPD. AFTER GETTING MY CLRNC TO LAND FROM ATC; I LANDED.
