Narrative:
On approach to den; aircraft X was descended to a base turn from 11000 ft to 7000 ft. 7000 ft MSL was a mistake. Turned toward final for a visual approach in conflict with aircraft Y PA31 on final for runway 17R at 7000 ft (cleared for visual approach). Aircraft X needed to be stopped at 8000 ft and crossed over to the other final; ie; runway 16L (east complex runway 17R west complex). Aircraft X was told to maintain 8000 ft but too late. Visual separation was applied from aircraft Y to aircraft X. Later analysis proved it to be too late.

Title: D01 CTLR EXPERIENCED OPERROR AT 7000 FT WHEN DSNDING ACFT INTO OCCUPIED ALT.
Narrative: ON APCH TO DEN; ACFT X WAS DSNDED TO A BASE TURN FROM 11000 FT TO 7000 FT. 7000 FT MSL WAS A MISTAKE.
