Cleared on arrival ZZZZ1. WX below minimums at ZZZZ1. Started hold with 27K pounds. Held waiting for visibility to improve to minimums. WX for ZZZZ at 6000M at time of divert fuel 16K+ alerted dispatch of divert. Fuel for divert as figured by dispatch 4000 pounds and 39 mins for flight to ZZZZ. Cleared to arrival at ZZZZ told to slow due to other inbounds; FL370. On arrival all is well; but visibility is rapidly dropping to 1500M for runway 15. Runway 10 CAT ii ILS is inoperative. Runway 15 still well above minimums. Slowed back to 190 KTS due to following air carrier Y; also a divert. Given vectors off of arrival by ATC. Communications between air carrier Y and ATC very bad due to different accents and understanding of what each wants. Fuel now below 10K. All should have been very easy; except for air carrier Y. Relayed need for approach to ATC; advised WX now below minimums. All occurred in less than 45 mins. Advised ATC of need for approach. ATC busy with air carrier Y. Told ATC to hold and climb to 8000 ft. Had visual conditions of what ZZZZ was doing. Told ATC; 'unable and declaring emergency due to fuel.' ATC asks for our and air carrier Y's fuel endurance. ATC gets busy with air carrier Y again. We tell ATC 'mayday; mayday; mayday; starting approach for runway 15 ILS cleared for ILS to runway 15.' break out just above minimums and visibility 800-1000M. Advise tower of WX; air carrier Y lands after us. Taxi to gate.
