Narrative:
Departed. At climb thrust call (1000 ft AGL) both pilots noticed high frequency flutter from the engines. Noise dissipated after a few mins. Commented that it 'sounded like we had a propeller.' intermediate leveloff at 17000 ft; #1 engine flamed out with no indications or secondary problems. Circled at 17000 ft and carried out QRH procedures for engine failure/shutdown; in-flight engine restart (N1 would not rise above 25%; only one try). Declared an emergency with center and requested a block altitude of 17000 ft to FL180. Advised flight attendants to suspend service and that we would likely be returning to ZZZ. Contacted dispatch through operations frequency and concurred to return to base ZZZ. Advised passenger of the situation. Completed the 1 engine inoperative checklist and flew an ILS runway 24 to uneventful landing; broke out about 1200 ft AGL. Taxied to the gate unassisted and disembarked passenger after brief explanation.
