Narrative:

Leveling off at FL230; I noticed a strong electrical fume. Shortly; forward flight attendants noticed similar smell. Troubleshot by turning off gasper and recirculation fans; and fumes gradually dissipated. Diverted to ZZZ via emergency declaration. On short final; electrical fumes returned for approximately 30 seconds. No further issues after landing. Aircraft is only a few weeks old and had an issue on first flight with smoke from galley circuit breaker.

Title: B737-700 DECLARES EMERGENCY AND DIVERTS WHEN FUMES ARE NOTED IN FORWARD CABIN AND COCKPIT.

Narrative: LEVELING OFF AT FL230; I NOTICED A STRONG ELECTRICAL FUME. SHORTLY; FORWARD FLT ATTENDANTS NOTICED SIMILAR SMELL.
