Narrative:
First officer flying and captain monitoring. We were cleared by ATC to cross flabb at FL290. PF heard the clearance and answered ATC but didn't change the altitude selector. Pilot monitoring missed the clearance altogether due to unrelated cockpit discussion in cockpit. Standard altitude awareness procedures were not followed here. Lack of attention was compounded by fatigue on this 2-DAY red-eye trip. Both pilots were only able to sleep 3 out of the prior 24 hours. Captain was flying in his fifth consecutive day and was at 28+ hours of block time. This is a strong reminder that when you know you are fatigued; that SOP's must be tenaciously followed. Supplemental information from acn 701705: I misread the distance to flabb intersection. I immediately started aggressively descending from FL350 to FL290 after realizing the error. The captain advised ZTL immediately that we would be unable to cross flabb intersection at FL290. We crossed 3 mi east of flabb at FL290.

Title: A321 FLT CREW MISSES XING RESTR.
Narrative: FO FLYING AND CAPT MONITORING. WE WERE CLRED BY ATC TO CROSS FLABB AT FL290. PF HEARD THE CLRNC AND ANSWERED ATC BUT DIDN'T CHANGE THE ALT SELECTOR.
